The Tampa Bay Buccaneers have signed free-agent OG R.J. Mattes (Patriots). Terms of the contract were not disclosed. The team also released DE James Ruffin.
| Footballguys view: The Bucs have issues at guard since Carl Nicks retired, though Mattes is likely a depth addition more than anything else. We want to keep an eye on the continuing improvement (or lack thereof) of the line so we know what to expect from critical fantasy pieces like Vincent Jackson and Doug Martin. Both are still high-value picks (both borderling first rounders at their position) but we've already got some concerns because of the quarterback and don't like the idea that the offensive line will add to those. |

The Tampa Bay Buccaneers signed undrafted free-agent DE Ryne Giddins (South Florida) and free-agent DE James Ruffin (Bengals) and placed LB Jeremy Grable (undisclosed) and S Mycal Swaim (undisclosed) on no-recall waivers with waived/injured designations.

The Cincinnati Bengals have announced they have waived QB Dan LeFevour, HB John Griffin, FB James Develin, WR Calvin Russell, TE John Nalbone, OLs Matthew O'Donnell and Chris Riley, DLs Cornell Banks, Jason Shirley and James Ruffin, CBs Rico Murray and David Pender and K Thomas Weber. The team also terminated the contracts of DE Victor Adeyanju and CB Jonathan Wade.

| Footballguys view: Preston Parker is a player we're keeping our eye on, especially with a team like the Bucs because their WR corps is thin. Parker transferred from Florida State where he was becoming a college superstar before getting kicked off the team. He finished his college career at North Alabama, but now could make more of an impact in the NFL than people are expecting. Dynasty owners need to pick him up in deep leagues. |

Justin VanFulpen of NFLDraftBible.com reports Northern Iowa DE James Ruffin measured in at his Pro Day with a height of 6-foot-3 1/2, 264 pounds. He ran the 40-yard dash in 4.75 seconds, the short shuttle in 4.58 seconds and the three-cone drill in 7.21 seconds. He measured a 31-inch vertical jump, a 9-foot-5 broad jump and completed 27 repetitions on the 225-pound bench press.
