Best Case
While Torry Holt had his worst fantasy season in 2008, he had finished as a borderline WR1 the previous year, and at 33 years old, he should still have a few strong seasons left. As the clear WR1 for the Jaguars this season, Holt has a very realistic chance to finish somewhere around the No. 20 fantasy WR.
Worst Case
Changing teams always means some additional risk for a fantasy WR. While Holt had a down year in 2008, he was still targeted 119 times. The last Jacksonville WR to betargeted that many times in a season was Jimmy Smith.
Outlook
Holt's days of fantasy stardom are likely over, but he's probably the most reliable WR the Jaguars have had since Jimmy Smith. Holt should become a frequent target for Garrard while the Jaguars' younger WRs are brought along slowly. Holt can probably be considered a fantasy starter in leagues that start three WRs.

Why he is undervalued
according to three of our writers (based on an ADP of 95, WR 37 on June 7 --- go here for the complete article)Andy Hicks - Free agency moves are always risky from a fantasy perspective, but when a 7-time Pro Bowler switches teams & will clearly be the No. 1 target it's a no lose situation. Even in his awful final season in St. Louis, he still ranked 40th, despite the cluelessness of Scott Linehan in particular and the Rams in general. That is his floor. He has only missed two games in his 10-year career and finished Top 15 in every year outside his first and last with the Rams. Getting a fantasy WR2 at this price is a bargain.
Aaron Rudnicki - Torry Holt saw a big dropoff in his production last year as he played through injuries and dealt with very inconsistent QB play. He should rebound in Jacksonville as he'll be the clear No. 1 WR on a team with a potent running game and a mobile QB who can buy time. Holt remains one of the best route running WRs in the league and at 33 years old, he should still have several productive years left. Jason Wood - Torry Holt was banged up last year and, let's be honest, he will benefit from a change of scenery as the Rams look to rebuild. The Jaguars have needed a go-to receiver for years, and now they have a future Hall of Famer. It's hard to imagine the Jags would've signed Holt if they weren't confident he was healthy; and if that's the case, there's no reason he shouldn't push for Top 20 numbers as David Garrard's clear cut top target.Latest News
Jaguars | Impressed with Holt so far (Mon Jun 22, 11:44 AM) - Vito Stellino, of The Florida Times-Union, reports the Jacksonville Jaguars believe WR Torry Holt will make a major impact both on and off the field this season. 'I think the one thing that Torry has brought is a level of trust for David (Garrard), so he's aware that at third-and-7, he's going to run more than seven yards. I think that'll be a good thing for David,' general manager Gene Smith said. Our View: Holt also has been working with several of the team's young receivers this offseason like Mike Thomas, Jarett Dillard, and Tiquan Underwood. The Jaguars had a disappointing season last year, but with new - better weapons at WR, and an upgraded Offensive Line it should help David Garrard and company bounce back to their 2007 form.link to story Jaguars | Holt comes full circle (Sat Jun 20, 08:38 PM) - Charlie Bernstein, from Jagnation.com, reports veteran receiver Torry Holt went from bright-eyed rookie to full blown superstar wideout, and during that time he earned seven Pro Bowl selections. In 2008, Torry's production dropped significantly as the Rams struggled mightily, both with their quarterback situation and in the win/loss department. Holt's 64 catches for 796 yards and three touchdowns were the lowest since his rookie season of 1999. Our View: Holt learned from one of the best in the game, Isaac Bruce, and he now gets a chance to "pay it forward" to some very talented young receivers in Jacksonville. Being a mentor doesn't mean that Torry will not contribute, quite the contrary in fact according to Jags coordinator Dirk Koetter. "He's looked good," Koetter said. "He doesn't run like he once did, and when we became interested in Torry we watched a lot of film on him and Torry has explained to me that he knows how to take care of himself and be ready when the time comes. You've got to take him on his word on that." He should be a very positive influence on players like Jarett Dillard and Mike Thomas.

2008 Game Summaries
Week 1 - Despite the fact that his team was trailing throughout this contest Holt was only targeted twice during the entire game. For a former Pro Bowl receiver this was odd to say the least. Philadelphia does boast a pair of excellent corners in Samuel and Sheppard. The combination of coverage and pressure up front didn't allow Holt to work up field.
Week 2 - Holt put up some decent numbers and got a little help in finding the end zone for the first time this season. Targeted seven times Holt managed to haul in six of them for 76 yards and a score. He was Bulgers' first option in passing situations and was effective on his routes. His first touchdown of the season came on a 45 yard deep ball that was in and out of the hands of a Giants defender before falling into Holts arms as he lay in the end zone.
Week 3 - He caught Bulger's first pass of the game but most of his targets came in the fourth quarter with the game hopelessly out of reach. Holt seemed like an after thought most of the game. He was targeted just three times in the first half as St. Louis fell behind 27--6.
Week 4 - There was a little more room for Holt in this game and he responded with four balls four 65 yards. Green waited on him to break into space on at least two occasions and knew where the pass had to be thrown. While these numbers are far from his glory days, Holt may yet be productive enough keep off your bench. Maybe Green can help Holt rediscover the magic.
Week 6 - Despite being targeted the most out of all the Rams receivers, Holt only managed to finish the game with 23 yards on five receptions. With rookie WR Donnie Avery emerging as a legit receiving option, Holt should at least enjoy having a capable WR on the other side of the field to take a bit of attention off of him. However, he's going to need the offensive line to give QB Marc Bulger ample time to scan the field and find him, because the way things are going -- that isn't happening very often.
Week 7 - The silky smooth veteran ran good routes all day and gave Mike Jenkins all he could handle. The score of the game dictated that the Rams ran the ball, so Holt was used primarily for possession type receptions.
Week 8 - It just keeps getting worse for Holt. He was never a factor and caught only short passes when he was called upon.
Week 9 - Holt had 58 yards on six catches with one touchdown, a short three yard effort. His stats were a result of an ineffective Ram's offense. His longest catch was only 15 yards.
Week 10 - Despite the fact that his team was trailing throughout this contest Holt was only targeted five times during the entire game. Holt looked tired, slow and sloppy. He was also called for a holding penalty. In an all too familiar manner, Holt was not effective again.
Week 11 - Holt was fairly involved in the passing attack, but his final stats once again disappointed his fantasy owners, who were hoping for more when they drafted him. Holt was not targeted in the fourth quarter, as the Rams gave more playing time to their younger receivers.
Week 12 - Holt was the most targeted Rams' receiver, being thrown to seven times. In the third quarter, Holt caught a pass for a nice 38 yard gain, his longest catch of the game. He finished the day with four receptions for 84 yards.
Week 13 - Holt had a quiet afternoon, averaging just ten yards per reception against a Dolphins secondary he had some difficulty finding openings in. Holt was targeted twice in the end zone on the opening drive, though neither was a catchable ball. Holt took away one of his own catches with an offensive pass interference call as well. Against the Dolphins, quarterback Marc Bulger struggled, throwing three interceptions and was never in sync with any of his primary options all afternoon.
Week 14 - Holt was the Rams' leading receiver with 61 yards on five catches. Holt did not have a catch in the first half. Much of his yardage was acquired in the fourth quarter in garbage time.
Week 15 - Holt only had a few opportunities, but he made the most of them. Despite tight coverage, he hauled in his first catch for a long touchdown, and almost added a fifth catch to his total but was questionably called for offensive pass interference on the play.
Week 16 - Holt was steady, and (continuing his routine this year) put up steady numbers. He and Avery split the load pretty evenly, which seemed to work out for each of them, and kept the Niners secondary guessing a tiny bit.
Week 17 - The veteran led all St. Louis receivers with six grabs for 90 yards and has now caught at least one pass in 153 consecutive games. While it is widely speculated that Holt will not return next season, he and Bulger still work well together. There were plays when the ball was being thrown two or three steps before Holt made his cut. One of those passes resulted in a 39 yard gain to Falcons three yard line which set up the tying touchdown.
