Free-agent QB David Garrard (Jaguars) has said that the Indianapolis Colts have not contacted him. The team is also not interested in retired QB Kurt Warner or free-agent QB Marc Bulger (Ravens).

Footballguys view: The last we heard from Garrard his agent proclaimed that his client wants to be a long-term solution and not a short-term answer. Good luck with that Garrard.

Free-agent QB Marc Bulger (Ravens) has said he is retiring. Bulger, who went to two Pro Bowls during his career, spent 11 seasons in the NFL.

Footballguys view: Bulger was thought to land in Miami where he could compete with Chad Henne. Some thought he would stay in Baltimore where he could continue to backup Joe Flacco. Now that he's retiring the Ravens will use sixth-round pick Tyrod Taylor as their backup QB.

The Baltimore Ravens would like to re-sign free-agent QB Marc Bulger, but they need to find a way to fit him under their salary cap. Bulger reportedly was in conversations with the Arizona Cardinals Tuesday, July 26, but it is not clear what his level of interest is in them.

Footballguys view: Earlier reports stated Bulger wants to stay on the East Coast, but Arizona could offer him a clear cut starting job. Baltimore would lie to keep him around as the primary backup behind Joe Flacco. They need veteran insurance as they gear up to make a Super Bowl run in 2011.

The Arizona Cardinals, in their pursuit for a new starting quarterback, have had trade talks with the Denver Broncos about QB Kyle Orton and the Philadelphia Eagles about QB Kevin Kolb. They have also dipped into the free-agent market and are talking with the agents for free agent QBs Matt Hasselbeck (Seahawks) and Marc Bulger (Ravens). The Cardinals have Kolb and Orton rated closely and talent. Cardinals head coach Ken Whisenhunt cautioned signing or trading for a quarterback on Tuesday, July 26, may be unlikely because of the complicated process needing more time.

Footballguys view: Kolb's asking price may be too high which would force the team to look at Kyle Orton instead. Hasselbeck would be a quality option for the team but seems destined to end up in Tennessee. Bulger may not be an option for the Cardinals as reports have stated he wants to stay on the East Coast.

Footballguys view: Bulger did a fine job as the backup behind Flacco last year and some feel he doesn't necessarily want a starting job. Staying in Baltimore is always an option, but we feel Bulger could end up in Miami to compete against Chad Henne for the starting job.

Footballguys view: Bulger wants to stay on the East Coast and could compete with Chad Henne for the Dolphins starting job in training camp. He is a valuable veteran backup who could fill in as the starter if need be.

Henne and OT Jake Long coordinated the players only workouts for the team, and are teaching a cliff-notes version of Brian Daboll's offense to their teammates.

Footballguys view: It's great to see Henne step up into the leadership role for the team. This change could help him hold off veteran competition and win the starting job in training camp. The Dolphins are likely to bring in a guy like Marc Bulger, Matt Moore, or Vince Young to compete for the starting role.

Jim Wyatt, from the Tennessean, commented in an interview on The Audible that the Washington Redskins are unlikely to add Vince Young to their roster. Wyatt notes the close relationship between Mike Shanahan and former Titans head coach Jeff Fisher as the reason why Young would be avoided.

Footballguys view: It's difficult to believe Fisher would give Shanahan a ringing endorsement of Young in a private conversation. The Redskins need to add more QBs to the roster and could be interested in guys like Marc Bulger or Rex Grossman. Donovan McNabb is going to be cut once the lockout is lifted which leaves only John Beck on the roster.

Footballguys view: Henne is going to have competition for the starting job and Bulger could be a good fit. The new tweaks to the offense include quicker drops by the quarterback and shorter routes by the wide receivers. This is perfect for Bulger's skill set. After backing up Joe Flacco in 2010, Bulger is healthy and ready to prove himself as a starter in this league once again.

Cecil Lammey, NFL Insider from FRSN and senior writer at Footballguys.com, reports via Twitter that free agent QB Marc Bulger wants to stay on the East Coast and sources have told him the Redskins may have an interest in adding the veteran QB once free agency opens up.

Footballguys view: This move would make a lot of sense for the Redskins. Currently they only have John Beck on the roster, and it would be a disaster if he was their starter. Bulger is looking to make a comeback after getting shellshocked, punished, and hurt during his last season with the Rams. He's healthy after spending 2010 behind Joe Flacco in Baltimore, and could step in and start from day one for the Redskins.

Footballguys view: Bulger should get another chance to prove himself as a starter, even if it's only as a caretaker in front of a rookie franchise quarterback. He was beat up like a pinata in St. Louis but looked good with the Ravens as a backup and is ready for a fresh start.

Footballguys view: Cam Newton is the QB of the future, but it may take some time for him to adapt to a pro style offense after running the spread option in college. Adding a guy like Collins or Bulger would allow the team to groom Newton slowly and not rush him into the starting lineup.

Jamison Hensley, from the Baltimore Sun, reports a Baltimore Ravens source said the team will not pursue tampering charges against the Arizona Cardinals because it would be difficult to find evidence to prove the Cardinals have an understanding with QB Marc Bulger to sign him. Bulger was the Ravens' backup quarterback last season. Even though Bulger will be an unrestricted free agent, he is technically on the Ravens until the new league year begins.

Footballguys view: When free agency begins we fully expect Marc Bulger to be a member of the Arizona Cardinals. He would be following in the footsteps of Kurt Warner once again, just like he did in St. Louis. The two former Rams QBs have similar skill sets and the Cardinals are hoping they can spark the passing game with a player like Bulger under center.

However, the team could also test the trade waters and make offers to the Philadelphia Eagles for QB Kevin Kolb, to the Denver Broncos for QB Kyle Orton or the Cincinnati Bengals for QB Carson Palmer. The Cardinals still could draft a quarterback in the second round of the NFL Draft with the No. 38 overall pick. However, the feeling inside the organization has been that head coach Ken Whisenhunt would prefer to rely on a veteran to run the offense.

Footballguys view: Rumors have linked Bulger to Arizona for a long time and Kolb is another obvious thought. Arizona decided the risk outweighed the reward with this draft class and will look to fix their quarterback issues with a veteran.

Fitzgerald is entering the final year of his contract with the team, and they want to keep him happy to better their chances of re-signing him to a long-term deal. Bulger could follow in the footsteps of former Rams QB Kurt Warner and could work well with Fitzgerald and the Cardinals.

Baltimore Ravens FS Ed Reed said during a radio interview that QB Troy Smith would be more qualified to serve as the team's backup quarterback than QB Marc Bulger, according to The Baltimore Sun. Reed said Smith would give the team a better chance to win a championship if called upon and that Bulger is 'just another guy that's been in the league and been around.'

Footballguys view: There were players on the roster that thought Smith should have gotten the starting nod during Flacco's rookie season (after Smith recovered from his illness). We like Smith's game, but the Ravens have indicated they don't trust him as their backup and that's why Marc Bulger was signed. Smith has been wanting a trade for some time now so he could have a shot at being a starter somewhere else, and the Ravens could deal him before the season if the price is right.

He was signed by the Ravens to help tutor Flacco as he continues to develop his pro game, and Bulger could fill in effectively if Flacco were to miss time with injury. The Ravens have Super Bowl aspirations, but the entire fate of the team rests on the play of the quarterback. Flacco has more weapons around him than ever before, and the Ravens have a nice backup in Bulger.

Adam Schefter, from ESPN, reports the Ravens and former Rams quarterback Marc Bulger reached agreement on a one-year, $3.8 million deal.

Footballguys view: The Ravens have added several weapons to the offense this offseason, but needed more insurance in case Joe Flacco were to go down with an injury. Bulger is still a capable quarterback, and will be protected much better than he was in St. Louis. This signing is also an indication of what the Ravens think about backup QBs Troy Smith and John Beck. We can't imagine the Ravens carrying four quarterbacks into the regular season, so one of them might be traded or released. Because of Cam Cameron's relationship with John Beck, we think Troy Smith might be on his way out of Baltimore.

Footballguys view: Anderson has rarely shown any consistency to his game, and that's why the Cardinals may be in the market for another backup quarterback like Marc Bulger.

Footballguys view: The Cardinals are looking for backup options in case Matt Leinart struggles this year. They currently have Derek Anderson as their #2 quarterback, but he's far from a reliable option. Rookies John Skelton and Max Hall are both years away from being able to take a snap during the regular season. Bulger could follow in the footsteps of former Rams great Kurt Warner, and could be a nice fit for the offense because of his accuracy and quick decision making.

The Arizona Cardinals have not engaged in discussions about signing free-agent QB Marc Bulger (Rams), according to Steve Wyche, of NFL.com. 'We are not actively engaged in discussion with Marc Bulger,' general manager Rod Graves said Friday, May 21. 'If he is interested, we're appreciative, but right now, we're focused on the guys that we have here. QB Matt Leinart has done a great job so far, but so has QB Derek Anderson and our young guys (QBs Max Hall and John Skelton).'

Footballguys view: As of right now the Cardinals are content with the quarterbacks they have on their roster. However, once training camp and preseason get here then we have a feeling the Cardinals could be regretting the decision not to sign Marc Bulger. The veteran has a couple of options on where to sign this year, but doesn't seem to be in any hurry to get a deal done.

Footballguys view: Graves also refused to commit to Matt Leinart as the starter, although he did praise him. We wouldn't even feel comfortable with Leinart as a backup fantasy QB right now.
